A small herd of California bighorn sheep give hunters limited opportunity in this area. Bordering Utah, this unit goes north to Burley. Rams here are typically found in the Jim Sage Mountains.
The largest and highest range is the Albion Mountains, which rise in the center of the unit above the valley floors to more than 10,000 feet above sea level and is mostly in the Sawtooth National Forest. The northern part of the range is dominated by 9,265-foot Mount Harrison, which is south of Lake Cleveland. The highest point in the southern half is Cache Peak, one of the highest peaks in southern Idaho at an elevation of 10,339 feet. The Jim Sage Mountains have a high point of 8,046 feet and are found to the east. Parts of them have cliffs and rock outcroppings that California bighorns use to escape predators. To the north are the Cotterel Mountains, whose high point is 7,140 feet. They are not as steep as the most precipitous parts of the Jim Sage or Albion mountains but have bluffs and a lot of rimrock.
Most of the mountains and foothills are on public land managed by the state, the National Forest Service or the BLM. Some parts of the City of Rocks National Reserve and Castle Rocks State Park are open to hunting. Some public land can be found in the valleys, but most lowlands are private and can block public access. There are some good roads and a few ATV trails that give hunters good access to foothills and mountains.
Sagebrush, greasewood, rabbitbrush, wild grasses and low shrubs grow in the lowlands and foothills. Willows, cottonwoods and riparian brush like birch, alder and some conifers can be found near the creeks. Bitterbrush, chokecherries, serviceberries and other shrubs grow in the higher elevations. Alfalfa, grass hay and grains are the main crops grown in the private farm fields. There are a lot of irrigated fields are near Albion, Declo and Burley.
Some hunters camp near dirt roads, which is allowed almost anywhere on public land in this unit. Four campgrounds can be found northwest of Mount Harrison. Lodging is available in Albion. Burley also has several lodging options on the north end.
