This unit encompasses the entire state of Kansas except for the small Unit 2 located around Fort Riley and Unit 1 which is closed to elk hunting. This tag is primarily issued for population control outside of Unit 2 where the main recovery efforts are centered. Residents and landowners can purchase either sex elk permits for Unit 3 over the counter. Opportunities will be fairly low in this unit with the main key to success lying in securing private access in areas where elk frequent and being in the right place at the right time.

While western states still offer more opportunities the elk population of Kansas is growing and becoming more self-sustaining every day.
